Customs Recognition

AEO Certificate Consultant

Become a trusted, low-risk trader in the eyes of Indian Customs — and unlock faster clearance, fewer inspections and global recognition through Mutual Recognition Agreements.

What Is AEO?

Authorised Economic Operator (AEO) certification is a voluntary trade facilitation programme run by the Central Board of Indirect Taxes and Customs (CBIC), built on the World Customs Organization's SAFE Framework of Standards. It's designed to identify importers, exporters, customs brokers and logistics operators who maintain strong compliance, financial stability and supply-chain security — and reward them with faster, lighter-touch customs treatment.

The Indian AEO programme has three tiers for importers and exporters — AEO-T1, AEO-T2 and AEO-T3 — plus a separate AEO-LO tier for logistics operators, custodians, customs brokers and warehouse keepers. AEO-T1 is assessed largely on documentation and is the fastest to obtain. AEO-T2 adds a physical site verification and unlocks stronger benefits like deferred duty payment. AEO-T3, the highest tier, is generally only available to entities that have already held AEO-T2 status for a defined period with a clean compliance record.

The benefits scale meaningfully with tier. AEO-T1 holders get reduced cargo examination. AEO-T2 and T3 holders get deferred payment of customs duty (decoupling duty payment from clearance, which materially improves working capital), Direct Port Delivery and Direct Port Entry for faster cargo movement, lower or waived bank guarantees, and faster processing of refunds, drawback and IGST refunds. T2 and T3 holders also benefit from India's Mutual Recognition Arrangements with countries like South Korea, UAE and Japan, meaning your AEO status is recognised by customs administrations abroad too.

Because AEO assessment looks closely at financial solvency, compliance history across customs/GST/income tax, IT systems and documented internal controls, the application is considerably more involved than a typical DGFT scheme registration. Soumya Enterprises helps you assess readiness, select the right tier to target, compile the compliance and security documentation CBIC expects, and manage the application through to certification.

Key Benefits

Faster Customs Clearance

AEO-certified businesses benefit from reduced physical and documentary examination of cargo at customs.

Deferred Duty Payment (T2/T3)

AEO-T2 and T3 holders can pay customs duty after clearance rather than at the time of clearance, improving cash flow.

Direct Port Delivery/Entry

Move cargo directly between port and warehouse or factory, cutting handling time and reducing logistics cost.

Mutual Recognition Abroad

AEO-T2/T3 status is recognised under India's Mutual Recognition Arrangements with countries including South Korea, UAE and Japan.

Lower Bank Guarantee Requirements

AEO status can reduce or waive bank guarantee requirements across several customs procedures.

Faster Refunds & Drawback

AEO-certified entities benefit from priority processing of duty drawback, IGST refunds and adjudications.

Our Process

1

Readiness Assessment

We run a self-assessment against CBIC's AEO questionnaire to identify compliance, IT and security gaps before you apply.

2

Tier Selection

4

Application Filing

We file the application with your jurisdictional AEO Programme Manager / Commissionerate.

5

Verification Support

For T2/T3 applications involving on-site verification, we help prepare your premises and teams for the customs review.

Common Mistakes to Avoid

Most delays and lost claims come down to a handful of avoidable errors. Here's what we see most often:

  • Applying for AEO-T2 or T3 before IT systems and documented internal controls are actually in place.
  • Underestimating the documentation depth required — AEO review goes well beyond a typical DGFT registration.
  • Not maintaining a clean 3-year compliance history across Customs, GST and Income Tax before applying.
  • Failing to prepare premises and teams ahead of the on-site verification required for T2/T3.

Frequently Asked Questions

What are the AEO tiers in India?

There are three tiers for importers/exporters — AEO-T1, AEO-T2 and AEO-T3 — plus a separate AEO-LO tier for logistics operators, customs brokers and warehouse keepers, administered by CBIC.

What's the difference between AEO-T1 and AEO-T2?

AEO-T1 is granted based on document review alone and offers basic facilitation. AEO-T2 adds a physical site verification and unlocks stronger benefits such as deferred duty payment and lower bank guarantees.

Can I apply directly for AEO-T3?

No — AEO-T3 is generally only available to entities that have already held AEO-T2 status for a defined period (typically around two years) with a consistent compliance record.

Is AEO certification mandatory?

No, AEO is a voluntary programme, but it's strongly recommended for businesses with regular international trade volumes, since the time and cost savings often outweigh the application effort.

How long is an AEO certificate valid?

AEO-T1 and T2 certificates are typically valid for 3 years, while T3 and LO certificates are valid for 5 years, subject to ongoing compliance and renewal requirements.

How long does AEO certification take?

Timelines vary significantly by tier — T1 is largely a desk review and faster to process, while T2 and especially T3 involve on-site verification and a longer review cycle.

Does AEO certification help with GST refunds too?

AEO status primarily affects customs-related processes, but T2/T3 holders do benefit from faster processing of certain refunds, including IGST refunds tied to exports.

Can a small or medium business realistically pursue AEO?

Yes — AEO-T1 is specifically designed to be accessible to smaller businesses with more modest trade volumes, as an entry point into the programme.
